Attorney specializing in civil and commercial law, he was Minister of Justice and Public Security twice, notably in the government of Michèle D. Pierre-Louis (2008-2009). He is a pro-bono advocate for the group of victims of Duvalier, the Collective against impunity, and board member of the Ecumenical Center for Human Rights. He was a member of the presidential commission set up in January 2012 for the revision of the 180-year-old Haitian penal code (a draft revision of the Penal Code was submitted in March 2015).
